Meaning:
Lit. “it does not rip one’s ass off”. An exclamation voicing a slight disappointment in what another person presents you. As in: “it was supposed to be a highly explosive material but it actually does not go off”. Not as good as advertised. Mediocre.
The expression is vulgar due to the “dupa” (“ass”) and as such should not be used in any official texts. It still sounds a bit like a teenie slang, even though it’s been in use for at least a decade. If you, as a foreigner, manage to use it in the right context, you will definitely be rewarded by an applause. Just mind this: whoever is on the receiving end of the remark will be at least slightly disappointed too and might like you less afterwards.
“Szału nie ma” would be a well-matching synonym.

.. ocenił(a) film na 6. Zły nie jest, ale też dupy nie urywa. Dobry na leniwy wieczór. Myślałam, że będzie gorzej się oglądało z racji języka niemieckiego, ale obyło się bez bólu uszu 🙂
