Meaning:
Lit. “where the sun does not reach”. An overly poetic description of human’s ass is used by people who want to impress by their language skills. And at the same time, stress that they don’t care about the issue at hand.
Same as with American “minced oaths”, the initial idea behind “gdzie słońce nie dochodzi” was to avoid saying the word “ass” in public. Then people became aware that doing this is actually funny and started doing it just for this comical effect. Obviously, more similar expressions exist in Polish language.
An alternative version is replacing the “słońce” with “światło” – “light.”
