Meaning:
Lit. “a whore won’t rip another whore’s head off”. This is a funny rework of a much more standard “kruk krukowi oka nie wykole” which means “a crow won’t poke another crow’s eye out”. Both expressions mean the same: the two people/organisations you are talking about are, even if not allies, the same type of thugs and they won’t intentionally hurt each other’s interests.
The one about whores is obviously vulgar, so it won’t be used in official language. But it also has an edge: it rhymes and may serve as a brilliant punch line – as long as you are not punching your interlocutor with it. You use both versions to stress that you don’t like “them” and feel superior thanks to your moral compass, tradition or whatever else.

Mnie tylko martwi, że nawet jak rząd zostanie obalony, to w myśl zasady kurwa kurwie łba nie urwie, nikt ich nie rozliczy z afer. Musiałby wygrać ktoś całkowicie oderwany od układu.
Kurwa kurwie łba nie urwie, zbrodniarze chronią wzajemnie swoje d…y. Jak by Trybunał oskarżył o zbrodnie wojenne USA, to zostałby oskarżony o…. antysemityzm.
