Meaning:
Lit. something like “not-fucked-until-end”, “incompletely-screwed” which the action refers not to our target person but her/his parents: they conceived their child but missed an important part in the process and the resulting human is not fully capable mentally or/and physically.
The adjective “niedojebany” is obviously very vulgar, offending and used to point that a person is not very intelligent or capable in whatever they are doing. It can be shortened to “niedojeb” to make it a noun which conveys the same meaning. By using it you’re risking a violent reaction, not necessarily limited to words.
