Meaning:
Lit. “a laugh in the chamber” is how you comment on something thoroughly unprofessional, a not very serious or irresponsible proposal, a clumsy effort by someone.
By using this expression you make it clear that in your eyes the party responsible should be ashamed of themselves and whatever they come up with should not be accepted by the others. The point is not about it being funny, it’s about being below-standard and unprofessional.
