Meaning:
Lit. “to be scrubbing the bottom”. This expression is used to state very bluntly that a person or another entity has reached the lowest level in whatever they do.
By using it you condemn them and should not expect them to like it. Saying this directly in one’s face might result in an altercation. The noun “dno” on its own is often uttered to voice a disgust and say the target has no good taste or conscience whatsoever.
A less specific application is to say that something (especially price of a commodity) is on a historically very low level – without condemning it.
