Meaning:
Lit. “with what to the people?” is a way to express your disappointment and frustration at being presented something of a low quality, lackluster and unimpressive. It might be a sales presentation, a proposed solution or gift. What matters is that you don’t think it’s good enough.
It is quite a strong rebuke, often used in web discussions to point that a newly launched product is below par and not worth the money. The same might be said about a movie, computer game, anything that raises high expectations and then not lives up to them.
At the same time, the expression is also a bit humorous. I am not sure about this, but it initially might have been used for political initiatives by communist Poland rulers – which turned out to be disappointing. Hence “the people” sounds here pompously, as if talking about a whole nation being the target of whatever is being proposed.

Są przepisy, które czytacie i myślicie: „nie no, pogięło całkiem i z czym do ludzi?!”. Potem kierowani ciekawością robicie i… bam! Jest geniusz. Też tak mam. Sam jestem fanem ray tracingu, ale to się o jakiś pozew zbiorowy ociera.. To co było przedstawiane na filmikach, ma się nijak do tego co widać w grach. Człowiek liczył że będą jakieś efekty, typu noc dzień, latarką zaświecisz wszystko ładnie się pokażę.. A tu zmieniły się detale w cieniach :D. No z czym do ludzi.
Wycofuje się czy się nie wycofuje? To teraz zgłaszacie poprawki? Z czym do ludzi? Wy jesteście poważni? Czy to jest cyrk, czy to jest przedszkole, czy to jest parlament? Szkoda, że nie ma tych ludzi, którzy byli tutaj na galerii. Zobaczyliby, jak jesteście totalnie niekompetentni, jak każda złotówka wydana na waszą pracę jest marnowaniem pieniędzy
