Meaning:
Lit. “an election sausage” is a promise by a politician or a party running election campaign, that they don’t intend to fulfil and/or that most people don’t take seriously. While there might be some other points in their programme the general public deems more realistic, those specific ones are clearly there just to make the potential future brighter and will start fading away once the votes are counted.
This might be, for instance: building 1.000.000 affordable flats in four years or decreasing the unemployment level to 1 per cent. Most voters know such promises are simply impossible to deliver. They either make the party or the politician sound unserious or become an element of political ritual, making the whole political discourse more hypocritical.
The origin of the term lies in end of 19th century’s la otra Galicia, by then in Austro-Hungary. Local candidates organised picnics for their potential voters, including with free food (sausage) and drink (vodka). An “election vodka” somehow does not exist in Polish.
The American “pork barrel” seems to be a more advanced state of the “election sausage” – and usually limited to a specific area.
